In 1990, Steelhead emigrates clandestinely from China to Japan to find his girlfriend Xiu Xiu. To get by, Steelhead and his close friend Jie work all kinds of humble, underpaid jobs. Life in the Chinese neighborhood of Shinjuku is hard because of ethnic clashes with the Japanese and abuse at the hands of the local mafiosos. Steelhead convinces his friends to organize and help one another. He finds Xiu Xiu – married to young, up-and-coming Yakuza boss Eguchi, with whom he decides to join forces in order to clean up the neighborhood and get Japanese citizenship.

“One of the things that struck me when I was researching for the script was that how little human nature has changed – or indeed will ever change – through the years. People have always moved to where the money was or the economy was booming. We're not just talking about Asians but Europeans as well.
